Is Telecommunication Regulation efficient? An International Perspective

Résumé

This article addresses the question of the efficiency of regulation policies in the telecommunications sector. We first recall the different components of efficiency (in particular static and dynamic ones). We identify the main policies used in order to reach them, distinguishing effective competition from industrial policies. We also propose a set of indicators that can be used in order to assess the efficiency components of the sector. This analysis is then used to empirically investigate the link between regulation policies and economic performances of the telecommunications sector in OECD countries. This investigation is built on two typologies of the countries that we create and compare: One is based on the differences between regulation policies, and the other relies upon the efficiency indicators. The results support the idea that asymmetrical ex ante regulation alone is not necessarily efficient and that an ex ante policy, integrating an industrial policy, could favor dynamic efficiency.
