The two faces of Integration: integrated systems of early childhood education and integration of ECEC services within Education

This paper argues for the existence of two different movements regarding integration of early childhood education services: those towards shaping an integrated approach to childcare and preschool education regardless in which ministry ECEC is integrated, and those bringing all childcare and preschool services within education. Hence, different premises shaped each movement. While the first was fostered in the context of the counter-cultural revolution of the '60s, having the gender issue as its main determinant, the second is pushed by the forces of globalization as part of a ‘globally structured agenda for education’ (Dale, 2000). In such context, early childhood education services has been legitimized only as the first stage of basic education, and not as an integrated policy, that combines education and social dimensions.
